"The system framework of Made in China 2025 has basically been formed, and the construction of manufacturing powerhouses has entered a new stage from document formulation to full implementation. Various departments and regions have formulated a number of important supporting guidelines and policies, and organized and implemented a number of major projects. Recently, the Minister of Industry and Information Technology, Miao Wei, said in an exclusive News Weekly interview Liao Wang that generally, Made in China 2025 has been smoothly implemented, and the enterprises together with the society have been strongly responsed, which have effectively guided the gathering of various sources in the society and promoted the manufacturing towards high-end, intelligent, green, and service-friendly direction to lay a solid foundation for the full development of powerful manufacturing.
As the first ten-year action plan for China's manufacturing power to build a three-year "three-step" strategy, Made in China 2025 depicts the path of China's manufacturing from the large to the strong, which is highly valued by the central high-level. At the Central Economic Work Conference, General Secretary Xi Jinping made an important directive, "To build a strong country." In addition, Premier Li Keqiang has repeatedly stressed that it is necessary to push forward the implementation of Made in China 2025.
In early July 2015, the State Council established the National Manufacturing Power Building Leading Group with Vice Premier Ma Kai, including more than 20 government departments participate in the leader group of manufacturing power, which has held three leadership group meetings and established the National Manufacturing Power Construction Strategy Advisory Committee to build a horizontal joint and vertical linkage mechanism, actively mobilizing various forces and enthusiasm.
The "13th Five-Year Plan" outline proposes to implement China Manufacturing 2025 in depth with a focus on improving manufacturing innovation capabilities and basic capabilities to promote a deep integration of information technology and manufacturing technology as the main line, and foster new competitive advantages in manufacturing. Miao Wei believes that manufacturing is the main bearer of technological innovation and the main battlefield for promoting supply-side structural reforms. With the further advancement of Made in China 2025, China's manufacturing industry will realize a leap once again.
Looking back over the last year, how is the progress of China Manufacturing 2025? What are the issues that deserve attention in practice? How is the future of this national strategy, which is highly regarded at home and abroad? "Weiwang" Liao Wang, News Weekly interviewed Miao Wei, Minister of Industry and Information Technology.
Introduce supporting policies to lead the implementation
Liao Wang: Made in China 2025 has been officially issued for more than a year. An what key work has the leadership team carried out in the implementation of Made in China 2025?
Miao Wei: In the past year or so, the government has mainly carried out three aspects of work around the implementation of Made in China 2025.
The first is the preparation and release of the "1+X" plan. "1" refers to Made in China 2025 as a program of action for the construction of a strong country in the next decade; “X" refers to 11 guidelines as a detailed supporting measure for the implementation of Made in China 2025 . In accordance with the unified deployment of the National Manufacturing Power Building Leading Group, since last year, we have organized relevant departments to prepare five national engineering implementation guidelines—the construction of national manufacturing innovation centers like intelligent manufacturing, industrial strong base, green manufacturing, and high-end equipmt innovation, and two action guides—quality action brand and service-oriented manufacturing, and four development guides—new materials, information industry, pharmaceutical industry and manufacturing talents, which constitute the supporting system of Made in China 2025. So far, the five major project implementation guidelines have been released and implemented, and the other six "X" have already been completed and will be released in the near future. These 11 plans and five development concepts are linked to the guiding ideology, strategic deployment, mission deployment and important measures of Made in China 2025. It can be said that the "1+X" planning system framework has basically taken a shape.
The second is to formulate a number of supporting policies in accordance with the functions and division of labor requirements, and the participating units have refined the policy part of Made in China 2025 and promulgated and implemented a number of supporting policies. In terms of fiscal and taxation financial policies, the Ministry of Finance and the State Administration of Taxation have improved the deduction policy for corporation R&D expenses, further expanding the scope of tax incentives for small and medium-sized enterprises. The Ministry of Finance, the Ministry of Industry and Information Technology and the China Insurance Regulatory Commission have established the first series of major technical equipment insurance mechanism. The People's Bank of China strengthened guidelines on credit policies and guided financial institutions to increase support for the transformation and upgrade of manufacturing industries. The CSRC revised and promulgated the Measures for the Administration of Issuance and Transaction of Corporate Bonds and the Measures for the Administration of Major Asset Restructuring of Listed Companies, and increased the capital market to support the development of the manufacturing industry. The China Banking Regulatory Commission revised the "Guidelines for Risk Management of M&A Loans of Commercial Banks", encouraging commercial banks to increase their support for mergers and acquisitions of manufacturing enterprises to further improve the financing guarantee system for small and medium-sized enterprises with the Ministry of Industry and Information Technology. The introduction of these supporting policies is mainly to provide necessary and reasonable support for the innovation and development of the manufacturing industry.
At the same time, through the overall coordination and centralized resources, relevant departments have initiated projects and projects such as core competitiveness enhancement, innovation center construction, intelligent manufacturing, green manufacturing, industrial strong foundation, and accelerated the engineering and industrialization of the project. It is worth mentioning that on June 30th, the National Power Battery Innovation Center, which was formed by a number of enterprises, was formally established. In the future, more manufacturing innovation centers will be established.
The third is to strengthen local guidance and promote regional differentiation. The Guidelines for the Implementation of China's 2025 Provincial and Municipal Markets (2016) was issued and printed, actively guiding the development of local industry differentiation. At the same time, the relevant policies, funds, projects and implementation guidelines are linked to promote the development of a new pattern of adapting to local conditions, outstanding features, regional linkages, and dislocation competition. In order to give full play to the enthusiasm and initiative of various places and carry out multi-faceted exploration and practice, we carried out the pilot demonstration of Made in China 2025 with the city (group) as the carrier, hoping to promote manufacturing in other parts of the country towards high-quality and efficient development through demonstration and promotion. At present, the first batch of pilot demonstration cities such as Ningbo have been established.
The initial effect is obvious
Liao Wang: What are the obvious progress and achievements in the implementation of Made in China 2025 for more than a year?
Miao Wei: Through the joint efforts of all parties, the implementation of Made in China 2025 has achieved staged progress and positive results, played an important role in stabilizing industrial growth and accelerating the transformation and upgrading of manufacturing.
The industrial structure has been further optimized. In 2015, the profits of industrial enterprises fell by 2.3% year-on-year, but the equipment manufacturing industry grew by 4% year-on-year, and the high-tech manufacturing industry grew by 8.9%. From January to April 2016, the profits of industrial enterprises above designated size increased by 6.5% year-on-year, and that of high-tech manufacturing increased by 21.6%.
The implementation effects of some policies and major projects have begun to appear. For example, the company's research and development expenses plus deduction policy has further stimulated the innovation and development vitality of industrial enterprises, especially small and medium-sized enterprises; the first series of major technical equipment insurance compensation policy mechanism has accelerated the promotion and application of major technical equipment; In some areas, the core technology is formed. High-purity lithium hexafluorophosphate (an important raw material for lithium batteries) has reached the international leading level. The high-response high-precision and high-speed series servo motor industrialization provides a support for high-end applications such as 3C manufacturing and robots; It has formed a discrete network collaborative development, process-based smart factory, consumer product customization etc, which can replicate the experience model in line with China's national conditions.
However, it must be pointed out that Made in China 2025 is a major national strategy with long-term and strategic nature. The effectiveness of this strategy will take time in the process of strategy implementation for it is affected by many factors. Though there will be fluctuations in the development of industrial manufacturing, the long-term trend towards better side will not change.
Liao Wang: What difficulties are faced in the actual implementation process? Is there a more prominent problem?
Miao Wei: The Chinese economy is in a period of transitional pain, which is particularly evident in the industry. In recent years, the growth rate of added value of industrial enterprises above designated size has continued to decline, and slipped to 6.1% in 2015. Some structural problems are further highlighted in low-end surplus and high-end shortage. In fact, the problems of low-end surplus and high-end shortage are common in various industries. The root cause is the lack of independent innovation capabilities, including technological innovation, business model innovation, and organizational management innovation. This requires us to handle the relationship between stable growth and structural adjustment, current and long-term, government and market, autonomy and openness, and adhere to the direction of innovation and development, and actively carry out supply-side structural reforms.
In the process of optimizing the structure, we must pay attention to the path of innovation development. For an example, the current enthusiasm for the development of advanced manufacturing or emerging industries is high, but there are phenomena of “blind investment” and “one-stop”, and even the emergence of “high-end industries” towards "low-end industries", which is worth paying attention and being vigilant, among which more than 40 robotic industrial parks have been built or under construction in the country during a few years, and a large number of robotic industrial parks are in preparation. A large number of “small, scattered, and weak” enterprises are born by government subsidies, or they are engaged in the old road of assembly and heavy scale.
On the one hand, it is indeed a key and difficult point to explain how to achieve local coordination and achieve local differentiation in the Made in China 2025 landing; on the other hand, this is also the lack of independent innovation capability, and a demonstration of cooperation heavily relying on the path of tracking imitation development.
These problems are essentially developmental problems. They also need to be gradually developed during the implementation of Made in China 2025 to guide the manufacturing enterprises to adhere to innovation and development. General Secretary Xi Jinping has clearly pointed out that it is necessary to comprehensively enhance the ability of independent innovation and master the strategic initiative of a new round of global science and technology competition. The process of solving problems is also a process that our economy envolves towards a more advanced form, a more optimized division of labor, and a more rational structure, and the intelligence manufacturing is towards high-end, intelligent, green, and service development.
Guide all social forces to advance planning implementation
Liao Wang: in the coming period, how to plan the key work of implementing Made in China 2025?
Miao Wei: Made in China 2025 will continue to adopt the annual planning method, and determine the work schedule for each year according to the actual situation. The current focus is on four aspects. The first is to publicize and implement the “1+X” plan. The “1+X” planning system aims to converge industry consensus, guide social resources, and strive to break through the bottlenecks and shortcomings of manufacturing development. In the next stage, we will organize the drafting units and strategic advisory committees to continue to give full play to their professional advantages, fully prepare the steps and promtion work plan, and guide all sectors of society to actively participate in the planning and implementation.
The second is to continue to implement a number of major projects. Start a new round of technological transformation projects and arrange special construction funds to support technological transformation of enterprises. We will implement three major engineering packages to enhance the core competitiveness of manufacturing, emerging industries, and upgrading of manufacturing industries, promote the development of key areas such as information technology, aerospace, new materials, and offshore engineering equipment. Focusing on the five major projects, we will continue to launch a number of key projects, and implement a batch of key projects, while enhancing the national support to key researchers.
The third is to introduce a number of supporting policies. In accordance with their respective functions and division of labor requirements, each member unit has refined the policy of Made in China 2025 , and will continue to promulgate and implement a number of supporting policies. For example, the Ministry of Finance, the Ministry of Industry and Information Technology, and the China Insurance Regulatory Commission will organize the revision of the First series of Major Technical Equipment Promotion and Application Guidance Catalogue. At the same time, we will focus on deepening the integration of manufacturing and Internet development, carrying out special actions for the "three products" project of consumer goods, and strengthening international exchanges and innovation cooperation.
The fourth is to do a good job in monitoring and evaluation. Decision-making is focused on implementation and policy is on implementation. In the next stage, it is necessary to strengthen and improve the supervision and inspection and third-party evaluation mechanism, and track the implementation of the policy to prevent some policies from appearing "lies", while regularly reviewing, checking, and holding the major projects.
Liao Wang: What arrangements will be made to promote the integration and development of Made in China 2025 and Internet +?
Miao Wei: On May 13, the State Council issued the Guiding Opinions on Deepening the Integration of Manufacturing and Internet. In next step, we will focus on implementing the Guidance Opinions and sticking to the manufacturing + Internet solder joints to stimulate the innovation vitality, development potential and transformational drive of manufacturing enterprises as the main line, establish and improve the inter-departmental coordination and promotion mechanism, and accelerate the implementation of each tasks and measures to do relevant guidance and demonstration.
Specifically, there are mainly the following aspects: first, efforts are made to create a new “double creation” ecosystem in which large and medium-sized enterprises cooperate. Promote the construction of major projects, build a “double-created” platform for large-scale Internet-based manufacturing enterprises and a third-party “double-created” service platform for small and medium-sized enterprises. The second is to focus on enhancing the innovation vitality and transformational power of manufacturing enterprises. Support the encouragement of manufacturing enterprises and Internet companies to carry out various forms of cross-border cooperation and integration development, and actively foster new networked production models such as networked collaborative manufacturing, personalized customization, and service-oriented manufacturing. The third is to focus on the new foundation of manufacturing development. Organize pilot demonstrations to enhance the basic technologies, solutions, and security guarantees that support the integration of manufacturing and Internet development. In order to ensure the full implementation of various tasks, we will speed up the formulation of supporting measures for institutional mechanisms, finance, taxation finance, and talents, and strengthen publicity and promotion.

Liao Wang: How do you view the relevant strategic docking and cooperation between China and foreign countries in the manufacturing sector?
Miao Wei: in the manufacturing sector, China has been cooperating with other countries and regions in the world for a long time. With the improvement of the China's manufacturing industry level and the changes in the manufacturing structure of the whole world, the level of sino-foreign cooperation has also been continuously improved.
In the previous period, the manufacturing level in many areas of China was relatively low, and the cooperation was mainly through introducing foreign technology and equipment, domestic construction of industrial parks, and preferential policies for foreign parties. The cooperation path was mainly based on introduction and tracking. Nowadays, the development of China's manufacturing industry has reached a new stage. In some areas, China is still lagging behind in the same industry, ome areas have been able to keep pace with foreign advanced countries, and some areas are already in the global leading position. As China's manufacturing industry has entered a new stage of running, and leading, our international cooperation is more diverse, diverse and more open.
In the next step, while continuing to support the introduction of advanced cutting-edge technologies, we will pay more attention to the construction of international cooperation and innovation platforms, strengthen pragmatic interactions in key common technologies, standards development, and information security, work together to strengthen intellectual property protection and achieve complementary advantages. Liao Wang: Please give us some information about the actual progress of the China Made 2025 and Germany "Industry 4.0" strategy docking cooperation.
Miao Wei: In July 2015, the Ministry of Industry and Information Technology and the German Ministry of Economics and Energy signed Memorandum of Understanding on Promoting Enterprises to Develop Networked Cooperation in Intelligent Manufacturing and Production Processes, officially establishing a joint working mechanism for Sino-German intelligent manufacturing. The leaders of the State Council attached great importance to this work and repeatedly instructed the Ministry to the smooth preparation of Made in China 2025 and Germany's "Industry 4.0" strategy, and solidly promote the pragmatic cooperation between the two companies in the field of intelligent manufacturing.
Our department implemented the requirements of the State Council, steadily promoted the strategic connection between Made in China 2025 and Germany "Industry 4.0", closely carried out intergovernmental policy exchanges and follow-up research, and focused on promoting intelligent manufacturing standardization cooperation. Actively encourage and guide enterprises to carry out innovative cooperation, build a platform for innovation cooperation between Chinese and German enterprises, guide the establishment of Sino-German intelligent Manufacturing alliance and Industrial Internet Alliance, and promote inter-firm cooperation in a market-oriented manner.
At present, the work of Sino-German cooperation is carried out in an orderly manner. The first is to strengthen the cooperation and exchanges between governments. Through the signing of the memorandum of cooperation between the two ministries, an intergovernmental cooperation framework was established, which was carried out at the three levels between the deputy ministerial meeting, the bureau-level working group, and the industry associations and enterprises. In October last year, the two sides successfully held a working group meeting to reach a broad consensus on cooperation in key areas from intelligent manufacturing standardization, industrial design, emergency industry, and industrial parks etc.. The two parties established the Sino-German Intelligent Manufacturing Standardization Working Group in May 2015. In December last year, the two sides jointly organized the Intelligent Manufacturing Standardization Development Forum to confirm that the two parties participated in the preparation and establishment of two technical documents, and reached a lot of consensus in the International StandardizationOrganization about strengthening coordination and joint proposals. Under the guidance of the Ministry of Industry and Information Technology, the Sino-German Intelligent Manufacturing Alliance, established in April this year, has more than 80 companies, including 15 German companies.
In addition, we have also carried out exchanges and dialogues with the industry in Korea, France, Switzerland and other countries to strengthen cooperation with advanced manufacturing. In the next step, we will combine the relevant tasks of promoting the implementation of Made in China 2025 to do relevant strategic docking and policy exchanges, and support in-depth and pragmatic cooperation between enterprises by using the signed understanding memorandum and various cooperation channels.
